Axel is Professor in Health Services Research at the Medical School and the Director of the Evaluation and Policy Analysis Unit, Edge Hill University.

He is Editor in Chief of the Journal of Integrated Care, Visiting Professor at the Department of Health and Social Management at the University of Eastern Finland, and currently Vice President of EHMA, the European Health Management Association (Brussels). He is a member of the advisory group of the Leadership Observatory (LO) and member of the NIHR HSDR Funding Committee.
